1. With at least 7 years of progressive experience in community-driven development work, 3 years of which should be in Foreign-Assisted Projects

2. Strong understanding of effective local government principles and practices

3. Strategy formulation and execution

4. with excellent grasp of national and region-specific poverty conditions, current anti-poverty initiatives and defferent approaches to poverty reduction

5. Strong interpersonal skills

6. Capacity to undertake Capability-Building, with mentoring/coaching and demonstration skills

7. With strong writing skills and oral communication skills in English and Filipino and in various local language/dialects in the region

8. Demonstrated capacity to work independently, with minimal supervision
